These vulnerabilities could likely be used for jailbreak purposes, even though a PAC / PPL bypass would also likely be needed for a complete iOS jailbreak chain. According to Apple, these vulnerabilities have been used in the wild, so they've been circulating in the iOS security research communities for a while now before Apple caught wind of it and patched it.
