In iOS 15 and older, it used to be that you simply sideloaded the application to the device and trusted the developer's Apple ID. Now you must enable Developer Mode first, otherwise, no app will start. Developer Mode is buried deep in the Privacy and Security section of the settings. It's the last option there and it requires a full device reboot before it can take effect. Nothing else has changed, Apple still enforces the 7 days expiry policy.
